In the observatory quest, you say the key is in the most bottom right chest. That is incorrect. Jagex must up updated the quest because it is now a chest above it.
Here is a picture of your map and the correct 1.

i could never figure out why the key wasnt there so i looked on the quest spoiler on jagex and that came up
