Quite a few nice suggestions going around. I think I'll start at the top of the bend here and work my way through this thread.

1.- It can be like 24 hours to expire, and on that time (if the user desires) could reload hiscores as his will.
2.- If it gets in any form implement, skip the static images. They needs be cacheable and always present. Maybe a frame could help. The dynamic content should get in some form updated (maybe using a php alternate code - see above)
3.- It can be managed by colors, or the background showing the item (gold bar by example). Runeweb have a nice design of signatures and i dont doubt this can be applied on the future.
For the calculators, I don't see much problem with retrieving data over and over again. Retrieving data from the lite version of the high scores is between 400 and 500 bytes, and it's not server intensive - while the data could be cached, I'm not sure if it'll happen. I'll discuss this further with Catatifish.
For you second part, I just advise you to read up on what AJAX is.
If you can figure out a way to cram extra amounts of data into the signature without making it look tacky, please demonstrate -- I can't quite figure it out myself, and I'd prefer it if they were kept as clean as they are now. Don't get me wrong, your idea is great; it's just not feasible.

Had a big post written out but accidentally closed it and I must go soon so briefly, heres a few ideas.
-Option in "My Controls" to add your rs name. It would appear on the left hand side under your member number when you make posts
-Weekly polls on the front page, like RN used to have
- Fix the item search. Go through it, fix incorrect info, add pictures, update info etc.
-Report button on every guide page to report errors/incorrect info. Saves people from having to post on the forums
- Exp tables
- Add more stuff in the "downloads" section
-Skins selectors (very very good idea)
-Monster Database would be awesome, is a lot of work though. We would just have to slowly add to it
-I noticed in the Rw2 layout that there was no links at the top under the banner. I think it would be good to have a few important links up there instead of all of them on the left side.
- I've been thinking about adding that option for quite some time. It's worth a consideration.
- A weekly poll feature would be a nice feature, means a bit more community interaction.
- We're trying to improve the item search, but progress is slow. Currently we have information and pictures on over 10,000 items, and weeding through them is complex. I am working on a tool to batch update them to improve their readiness/response to slang terms, though. No idea when that'll be up.
- Fantastic idea. I needed to know where to add this though, since the backend for it would be complex (it certainly wouldn't send a PM on the boards), and I would also have to secure it via CAPTCHA or some other mechanism.
- Perhaps the experience tables could be added. It'd be simple had I remembered what the floor equation was...then I'd just call that into a script and have it run
- I'm not sure if links could fit up there at this point. If they could, we'd have to take a look at it and test for feel and see if they added/detracted from the overall appeal of the site.

I must say...I'm very excited about this. And I'd gladly help with the beastiary.
On the webpage layout I have some suggestions. Add a search bar somewhere near that top (maybe with links as well on the top like dilbert said) And somehow separate the quest guides and calculators from the rest of the guides. From a quick glance you can't get any idea of what's there. so under the runescape header maybe add SKILL GUIDES as a sub-header and then add Quest Guides as a regular link above that, as well as the calculators link? That'd leave room for misc. guides and mini game guides and what not.
So like
RUNESCAPE
Quest Guides
*min-games*
*misc. guides*
Calculators
Skill Guides

A search feature might not be a bad idea. I'll toss it around and see what Cata thinks.
For your second point: Aha, you've been talking to Roth. Not really, but he did actually do that once with the links.
While I don't see much reason behind it, it would unclutter a lot of things up there.
